Within minutes of the Nov. 13 firing of Ron Mills as director of Kentucky’s Division of Mine Permits, Mills’ replacement placed a call to the cell phone of a lobbyist for Alliance Coal, the company whose permits Mills had blocked because of legal concerns.

MONTICELLO A Monticello man who police say sent a sexually explicit photo using his cell phone to a woman whom he had been ordered not to contact has been jailed.
